Momentum denounces Villa Rosa – Cresta Quay deception

Momentum demands that the Planning Authority take immediate action to investigate and rectify the removal of a site notice informing the public of an application for development at Cresta Quay.

Application number PA 6401/24 at Cresta Quay, Triq id-Dragunara, San Giljan is related to the Villa Roza development. It relates to, ” To construct a Class 3B hotel with a different layout from approved permits PA/2478/16. The proposal includes the development of a 51 room hotel within a low lying 4 storey development. Ancillary dedicated amenities will include indoor and outdoor pools, meeting rooms, Class 3C gym, Class 4C and 4D “. The original permit had expired and was subsequently revived by Ministerial regulations. The period within which members of the public may object, extends to the 10th October 2025 and it is the applicant’s responsibility for the site notice to remain affixed during this period.

However photographic evidence taken on the 8th October 2025, shows that the site notice is missing. Members of the public could therefore miss out on the opportunity to object.

Professor Cassola said, “The public is sick of disappearing site notices, vague site descriptions and insidious attempts to mislead the public. The Planning Authority should take immediate action and rectify the situation and extend the public consultation period and fine whoever is responsible. Failure to do so will confirm that the Planning Authority is complicit in this deception with the Villa Rosa developers. In the meantime, citizens should send their objections to [email protected]“.
