Momentum congratulates new Animal Welfare Commissioner and calls for stronger action on animal protection
Momentum congratulates Inspector Elliot Magro on his appointment as Malta’s new Commissioner for Animal Welfare and wishes him every success in carrying out this important national responsibility.
Several animal welfare NGOs have spoken highly of Inspector Magro’s professionalism, commitment and dedication in tackling cases of animal cruelty during his years leading the Environment Protection Unit. This positive reputation augurs well for a role that is crucial to improving animal welfare standards in Malta.
The appointment comes at a time when Malta continues to face significant challenges in enforcing animal welfare legislation. Weak enforcement remains one of the greatest obstacles to ensuring that animals are properly protected from neglect, abuse and exploitation. Momentum hopes that the new Commissioner will help strengthen cooperation between the relevant authorities, improve enforcement and ensure that existing laws are applied consistently and effectively.
Momentum hopes to see several of its proposals aimed at significantly raising animal welfare standards in Malta to be implemented in the coming years. Among these proposals are:
- The introduction of a Positive List specifying which animal species may legally be kept as pets, thereby protecting both animal welfare and biodiversity.
- The appointment of an Animal Protection Magistrate with specialised responsibility for cases involving animal cruelty and welfare offences.
- Stronger enforcement through increased inspections, better coordination between agencies and tougher action against repeat offenders.
- The establishment of an independent Animal Welfare Advisory Council bringing together government, veterinarians, NGOs and experts to provide evidence-based policy advice.
- Greater investment in education and public awareness campaigns to promote responsible pet ownership and respect for animals.
- Stronger regulation of breeding, sales and the keeping of companion animals to ensure higher welfare standards throughout an animal’s life.
- Better transparency on how the Animal Welfare Commissioner is selected through an open call and voted for in parliament.
