Momentum files FOI about surge in billboards across Malta

Despite repeated assurances that a general election is not imminent, Malta has witnessed a sudden proliferation of billboards in recent weeks. Many of these billboards are on roads, pavements, and other public areas, raising serious questions about their legality, public safety, and accessibility.

Since no election has been announced, Momentum has submitted a Freedom of Information request to Transport Malta, seeking detailed information on all billboard permits issued since 1 March 2026. The request also covers compliance with regulations enforced in coordination with the Planning Authority and insurance policy, as requested in the TM form:

Documents required:

  • Planning Permit reference for which a license is being requested:
  • Structural Stability Certification with a Perit / Engineer report ensuring stability within all weather conditions.
  • Validity period of certification shall be stated by the Perit / Engineer endorsing the certification

Upon confirmation of payment, the Authority shall issue the licenses, and the owner shall affix them to the structure in the Authority’s presence.

The information requested through the FOI includes:

  • The number and location of newly licensed billboards since 1st March
  • The companies holding these licences
  • Confirmation of valid planning permits and reference numbers
  • Structural safety certifications and inspection records
  • Insurance coverage for third-party liability
  • Measures taken to ensure pedestrian accessibility, particularly for persons using wheelchairs and pushchairs
  • The presence of billboards on pavements and public rights of way
  • Compliance with licensing requirements under S.L. 552.28
  • Any impact assessments conducted prior to this surge
  • The number of illegal or non-compliant billboards identified
  • Enforcement actions taken, including fines, removals, or licence revocations

Dr Matthew Agius, candidate for Momentum, said, “This is not merely a question of aesthetics or political messaging. The issue goes to the heart of public safety, the rule of law, and equal access to public space. People should know whether these structures are safe, legally permitted, and not obstruct public access.”

Momentum calls on the authorities to ensure full transparency and strict enforcement of existing regulations. Public spaces must not be compromised for political or commercial interests at the expense of safety, accessibility, and good governance.
